Ever hear of condensation my friend??? and as for the cooler, the issue with conventional cooling is that it can only attain temperatures equal to the ambient environmental temperatures, where as freon can achieve lower temperatures. (ie. running an OC'ed e66 @ 20 C under load :lol: )

Does your Fridge drip water everywhere?
The onlything watery in my fridge is the fluids I keep in it.

Though this was all a joke ment to poke fun at you people going nuts with a cooling systems and what not.....

open up your freezer and take some of the frost off a loaf of bread, a bag of peas, or a box of fish-sticks, now, use a lighter to heat up some metal to about 75ish degrees celcius. Now, set that frost on the metal and watch it turn into - gasp - a liquid. The idea behind this system is you eliminate air (atleast around your cpu/gpu) because air has horrible thermal conductivity and carries moisture that, when cooled to compensate for pressure changing it's boiling point, condenses and causes short-circuits. Ideally you make the cold sections of the apparatus (around the capillary and expansion chamber) as insulated and air-tight as possible to increase the efficiency of the system, where as with the reservoir and radiator, you want them open so that they can release the heat created in freon compression.

Like I've said before, OCing is an acquired taste, to hardcore modders and OCers a well built freon system is one of the best options you'll ever have.

Another great option: send your pc up to the Artic wrapped in a rubber bag, remote desktop it via a 1 million dollar/month 1000MBPS wireless connection and Bob's your uncle.

The thing about submerging hardware is that, like liquid bong coolers, you are very dependant on the fluid in question, you're not making the heat 'flow' you're just giving it more room to get away from the heat sources. It's not a bad plan, but freon systems are the best active, liquid nitrogen is the best high maintenance, and yeah, submersing is just about the best in terms of passive cooling.
