This has been floating around for quite a while. The first time anyone heard about it was in 1976 as part of a thesis by Graham E. Rawlinson. Oddly enough, it has nothing to do with Cambridge University.
This guy, however, does work at the Cognition and Brain Sciences Unit in Cambridge, Uk.

Small words are easy to descamble since the letter is not far away from it's original position. Placement of letters is also important, especially in longer words. Can anyone read this word? Pocgaihcsloyl
First and last letters are in the right position

This is one of those "it works in this particular case but doesn't generally work" thing. The letters are not mixed very throughly so it is easy to extrapolate the word. Sort of like reading a typo and recognizing the word. Try mixing the letter in a different manor with out keeping them in similar positions to the correct spelling and get someone to read it.
