This user repeatedly spammed teamchat with a non-english language. I warned him via console:
"This is an English-only server. Please refrain from using team speak. If you continue and you will be banned".

Of course he did not stop :)

Ban was supposed to be for 7 days, but I hit the perm key instead (which is why I dont have the steam_ID).

We are not an English only server Adam. People can join us from any country and in any language. We should not discriminate against someone playing on our server because they speak another language. I agree, spamming is not acceptable and does warrant a ban if they don't heed the warning.

If they are spamming a foreign language you can always just mute them, because yes they might not be heeding your warning, but they might not understand english and know what you're saying =\
