Is there any way to fix the server player number ? It always shows as # of players -1 on the server browsers. So when you're trying to start a server it lists it as 0/22, which makes it sorta difficult for people to see that you're in the server.

Yes... That is very frustrating. I brought it to DS's attention about two weeks ago.
Edit: He said it has something to do with manospy.

I was unaware of this issue. It happens in the Steam server browser I assume?
A quick Google search indicates that this is normal behavior with SourceTV and there is no workaround :/

Does the source tv serve any purpose other than being a source tv? Is it necessary for it to exist?
It constantly records gameplay which is good for obtaining demos of people hacking (needed a demo for a unban request last week) and also good for recording events that happen in voice chat.
It also serves as a place for game server administrators to hide if someone they suspect is hacking returns to normal when there are players in spectator mode.
[edit] Thought I'd point out that it's not possible to have it join after a certain player count. Figured that question would be coming.
pretty certain this is a command in the server config, at least there was a similar one in the ugc config I was editing last night
