The timeouts are OK where they are, it's the stuff before them that's important. I got a weird network lookup on my search but I'd say send an email to DNSCONTACT@att.com including the traceroute to the NR server and one to thestar.com or toronto.ca and let them know the game server is also in Toronto. Let them know you have been trying to work this out with tech support () and haven't got anywhere. It's for a game server so you need low latency. I'm assuming you don't want to call Texas long distance? 504-846-7549

Does that trace to torix.net make sense Winston? Isn't it the company that leases the IP address for the servers, wouldn't they be in the same facility? And also get routed through Cali? No, I guess not. Moar beer!!!
