Thanks to everyone for the great comments so far. I figured I'd just give my feedback on a few of the points raised.
With respect to those suggesting map, server name, or plugin tweaks I believe that these are possibly necessary, but not sufficient conditions to revive the pub community. I think we've moved well beyond that point and need an additional shock; however, having the proper plugins, etc. will allow us to retain new players that we bring in. In particular, I like many of Kablam's suggestions. As to team stacking, that's been pretty much fixed on the TNR servers. Jeff, Matt, and Ajay were in the same room playing TF2 together the other day and it took them ages to all get on the same team.
Sharp, I agree that the history of the CSS server is relevant. That's why I don't think we should rely on the "good will" of long-time community members to spontaneously fill our servers and revive them. That's how we get them filled up every once and a while for a few hours, but it's not a long term solution. I believe that creating incentives for sponsored teams to fill the servers (the 1-2 pubs and 2 comp pubs) will help solve this problem. It's also why I suggested the trade server. I understand why folks don't like the idea; it's pretty "dirty" and may not attract the "right type of people", but it would attract people.
Derfel, as to the narrowing of options, this proposal limits our number of standard public servers from 4 to 1 or 2. However, I hope that these servers will have voting enable. In addition, some non-competitive players may enjoy the diversity offered by B-Ball or the MGE training mod. My belief is that by fostering the competitive end of the community we can revive the "public" end.
jk, I agree entirely. I think we should go with B-Ball and the MGE mod.
As to Pprt's point, I agree that we could use another op or two. The community has lots of trustworthy folks and we'll get more work done if we let more folks help out. Speaking to Derfel's second post, I am already a pub/pug admin and don't think I should be a server op; the community has plenty of folks who would be more qualified than me.
