I can see the arguments both ways, so safety wins.
1) The kid is being immediately supervised by the real controller, no real danger.
2) The delay from kidding to real danger has the almost insignificant chance of catastrophe.
I don't think the controller should be fired. Stern warning and maybe some new policies.

if anything he made the day of those pilots a little bit better - and relieved a little bit of stress. Don`t air traffic controllers have the second highest suicide rate after Dentists...
